As Ukraine’s long-running campaign to disrupt Russia’s military-industrial complex evolves, it has increasingly targeted oil refineries, depots and pipelines, inflicting significant economic damage. Alongside Reuters reporting, OSC investigates the ongoing campaign of strikes on Russia’s oil and gas infrastructure.
Using high-resolution satellite imagery, social media, and government reports, OSC identified and analysed more than 90 strikes between 2 August 2025 and 14 October 2025.
The findings show how these strikes have strained Russia’s fuel supply, leaving a significant proportion of refining capacity offline, and how Moscow is racing to develop new defences to protect its energy assets.
